TLS Cipher Parser

Choose either a direct IANA cipher-suite ID lookup or a TLS ClientHello record decoder. TLS 1.3 cipher suites specify an AEAD algorithm and hash only; key exchange and authentication are negotiated separately in extensions and certificates.
